Question about a local vendor. Is this how nic juice is normally made?

Pardon me, but I'm a newbie and I don't do any DIY at all. I recently heard several strong recommendations for a local vendor. Not sure if it's ok to post a link to them, but they had a blog post about their ingredients and here's a snippet:

So let's look at where these ingredients come from. First, the nicotine liquid itself. This can be distilled by many methods. At [redacted] we use simple unbleached cheesecloth and premium grade tobacco leaves, in DeIonized water (Do Not TRY IT AT HOME) - but there are a lot of other ways. Some use solvents, some use garbage tobacco... It's hard to tell in the end.

So I was curious if people here know how the nic juice bases are made. Are vendors open about this information? If there really is a scary variation in safety and quality, then I'd either want to start DIY or encourage vendors to let us know how the nic juice they use is made. Or is this all just a bunch of wooooo.

Is the method they're describing safe? Does it get just nicotine or could there be any other harmful chemicals in there. On the one hand, I like the idea of minimal ingredients, but that almost sounds like someone's steeping up some tobacco leaves in their kitchen.

Any opinions would be appreciated.

That is not a commercial process as they use solvents that can be removed in a secondary process. Soaking and filtering is not distilling either, but that should be self evident.

Are vendors open about it? debatable. Vendors buy their nicotine from a commercial facility and good vendors then test the potency when they receive it.

Is it safe? No, living isn't safe, vaping isn't safe, and working with nicotine can't be considered safe. If it is tested for potency, it shouldn't be too dangerous though.

Minimal process steps does not equal minimal components.
