Question about shipping to Australia

I'm hoping to send a few KR808 batteries, a charger and some cartomizers to a dear friend in Australia who is trying desperately to quit analogs.

Are there any rules against sending these items? I know it is illegal to sell nicotine products, but is it illegal to send them as a gift?

Should I be at all concerned with either US or Australian customs seizing the package if I outright declare what it contains?

I apologize if this does not belong here, but I could not think of where best to post this. I thought of the Oz forum, but since I'm looking to ship FROM the US to Oz, I'm not sure if anyone there would know.
