Question on MG Measurement on E Liquid

I have a question, I just recently changed to E Cigs and I am inquiring if the mg strength is really as high as it says on the carts. For example with analogs I smoked high dose which was 16mg Tar and 1.94mg Nicotine. Are the carts that I am smoking now on my E Cig that are labled 16mg really that much higher in Nicotine than the analogs that I was smoking.

If someone can clarify this for me and give me a breakdown of the measurement I would greatly thank you.
