I'll let somebody else tackle the jumping ohms issue.

I use cotton wicks in all my RBAs along with ekowool. I've used the flat braid, square braid and rope cotton. You should boil it first to get rid of most of the funky earthy taste and any processing chemicals that may be in it. The flavor of a cotton wick is the best IMO but you can't dry burn it and it doesn't last very long. The ekowool you can dry burn and it lasts a long time and tastes almost as good to me.

If the resistance is jumping you have a short. Its hard to tell why without holding it. But let me try and show you how someone else rebuilds them. Look up Rip Trippers on YT. He did one with mesh and one with cotton within the last month or so. I copied hes mesh set up and it was easy. I like the quality and how well he explains things.

Could be the bottom grommet the one just above the center pin is either damaged or compressed. If you have an ohm meter and it reads steady ( and you should have one if you plan on rebuilding) if it jumps you have a short in a coil. NOTE you need to supply info like wire or ribbon size wick material. for instance if your trying SS mesh that is very important. if silica or cotton no big thing. The other problem you may have is coils touching the side of the bottom part of the head or the top part of the head. When you do a protank head you should ohm out the coil if possible before install to make sure it is not to high or low. Then after you put in the rubber grommet and center pin. that will show a short on the base of the head then after you put on the floater wick and cap test it again. If it all ohms out solid at that point and not on the mod. Then either the center pin is compressed/grommet damaged or maybe the center pin on the mod is pushed in or dirty. Hope this is of some use. I have rebuilt a bunch so I have seen a lot of problems.
On cotton I doubt I would use that on a protank. IMHO. I use it in my drippers. I use 2mm ekowool on my protanks or 2mm regular silica if I am out or low on the ekowool.
