Well here it is:
First, get a plastic food grade condiment dispenser like this (ignore the juice that's already in it). I got mine from bed bath and beyond. Wash it out real good. The red top came from a telescoping hot dog / marshmallow roasting thing ( also from B, B & B ).
Now get some Teflon plumbers tape and wrap it around the threads on the bottle (thanks super Trunker) or just go in bare back- it's your call. The tape will prevent leaks.
Now get a ruler - preferably one with centimeters on it and stand it up next to your bottle.
Put a mark at the 10 cm mark (this represents 100%) like this:
Now I'm gonna take 100mg unflavored nic base in 75% VG / 25% pg and dilute it to 10 mg nic base. I really don't care about the VG : pg ratio at this point because anything above 75% VG is good with me - even 100% VG.
So I'm gonna mark another line at 1 cm (that represents 10% or 10mg) like this:
Now just add your nic base to the 1cm mark and then fill to the 10cm mark with VG. Walla - 10 mg nic base from 100 mg nic base and no syringes, beakers, Bunsen burners, pipettes, flasks or Petrie dishes. Now go fill your REO bottles
Notes:
1. If you wanted 5 mg, you'd make your bottom mark at .5cm. If you wanted 24 mg you'd make your bottom mark at 2.4cm - get it?
2. The 10cm mark never changes. That will always represent your upper fill line.
3. Don't try to fill your bottle higher (raising the 100% mark) because you have to shake your juice before every use. You need head space to shake. Also note that this is gonna last weeks or months. I prefer to mix up small batches like this while my mothership of nic base and VG is resting in cryosleep (in a freezer). The nic base is portioned into 3 oz glass bottles (also from B, B & B) and I only remove them to fill to my 1 cm mark then return to the freezer. Here's what I mean:
Diluting nic base does not have to be complicated as you can see but I do urge you to read about safe handling of nic (especially in strengths above 48mg) before you just start getting after it. Nic base is poison and protective measures are detailed in DIY forums on here.
Educate yourself on dealing with nic base, then when you understand that, apply it to my simple methods to dilute and dispense.
Also note that I no longer screw around with those small mouth glass bottles or small mouth anything when it comes to mixing. That just increases your chance of spillage and getting it on you. Note that my first go around involved small mouth Amber glass bottles and I spilled a lot of nic or syringed it and that's a pain in the ..... Never will I do that again.

Oh, I get my nic from MFS or wizard labs. It always gets transferred to glass before going in the freezer.
