I'm going to reserve judgement until I know more. This falls into the category of things I can almost always sense and I've never sensed this from Brad so it's unlikely unless he's very skillfully and invisibly guarded 'cause I can almost always "see" guarded as well and it throws up my red flags.
It's very easy to cry rape and ruin someone's reputation. Anyone want to take bets this girl's parents are affiliated with one of the other vape shops in town?

Funny story.. I was having dinner with my ex when I lived in TX at one of the nicer Mexican restaurants in town. Apparently some of the higher ups in Le Familia sat down at the table behind me. I didn't notice them, they were like completely invisible to me. My ex noticed them as he was facing them and he was a spy in the airforce for over 20 years and can tell things like that. It was pretty scary, honestly, not because of who they were but because I had never experienced a lack of energy like that before or since. There were obviously men sitting at the table, visuals and sound, but nothing else I could perceive. I didn't risk "poking" at them, people of that skill level would have noticed. Rogues of the highest caliber they were.

You should find the prosecuting attorney and make your case to him. I'm sure with your indisputable evidence, he'd be cleared of all wrong doing...
