FDA Might Decide When a Cigar Is Just a Cigar : Roll Call Policy
Please note that FDA has stated its intent to propose the "deeming" regulation to apply Chapter IX of the FSPTCA to ALL currently unregulated tobacco products, including e-cigarettes, cigars, pipe tobacco, hookah/shisha, dissolvables, skin creams.
The cigar industry is comprised of very different products and companies, as about half of the 13 billion cigars sold/consumed in the US in 1012 used to be called "little cigars" or "small cigars" that come 20 per pack and resemble a cigarettes (except they have a brown cigar wrapper instead of white paper wrapper).
Also, please note that large premium cigars only account for 6% of all large cigars (and just 3% of all cigars) sold/consumed in the US (i.e. about 780 million in 2012), but they account for 30% of all cigar industry revenue (in terms of dollars).
