I have ordered many times from RTS and have never had my flavors heat sealed either. They do tape the caps to prevent them from opening though.

I would call as Randy suggested. I did see your thread in the DIY section and that 2 people responded there should be no clouding. I have not used that flavor myself so I really can't say.

ETA- You may really want to go to the source for answers. The thing about asking folks on a forum that most likely purchased their flavoring elsewhere is that you do not know if the place that they purchased from diluted the flavoring in any way before selling it retail which would make a difference in the color, etc. I have found RTS FA flavors to be much more concentrated than some of the other places that I have purchased FA flavoring from. FAs website may be of more help to you. This page explains why there may be differences from one batch to the next.

This is the cloudiness I'm referring to. It's hard to show on video but the flavoring is opaque. I'm not referring to the color of it.

I have been trying to find a couple of flavors and not sure if I am just missing them. I am looking for a "Black & Mild" and "Captain BLack" type flavors and just can't seem to find any. I currently get all my DIY stuff here but have to source those 2 flavors elsewhere. I would like to get it all from RTS.

While we do not currently carry a flavor the perfectly matches Black & Mild or Captain Black you may try experimenting with a few of the Hangsen cigar flavors which may yield a favorable result.
