8 or 9 wraps of 28 would be closer to 1.3 or 1.5. 10 will probably be closer to 1.7 or 1.8.

Your coils are possibly all actually running below 1.0 ohm with the 24 ga, and close to 1.0 ohm with the 28 ga. Try to build a coil that you know will be readable by your device (what? maybe 1.2 ohm?). Try 10 wraps of the 28 ga on your 2 mm. That should come out to 1.5 or 1.6 ohm. Don't set it on the posts, screw it down and see what you get. Your device should be able to read it. If it does, and it reads it at 1.5 or 1.6 or close, then you know you're alright. You may just be accidentally building quite low ohm coils. An ohmmeter could help here.



Also the coil legs are too long. You can shorten them by allowing the coil to sit at a 45% angle to the post. For clarity I would describe the pictured coil to be sitting at a 90% angle to the post.
