Your coils are possibly all actually running below 1.0 ohm with the 24 ga, and close to 1.0 ohm with the 28 ga. Try to build a coil that you know will be readable by your device (what? maybe 1.2 ohm?). Try 10 wraps of the 28 ga on your 2 mm. That should come out to 1.5 or 1.6 ohm. Don't set it on the posts, screw it down and see what you get. Your device should be able to read it. If it does, and it reads it at 1.5 or 1.6 or close, then you know you're alright. You may just be accidentally building quite low ohm coils. An ohmmeter could help here.

I would listen to what skimmer says russians are one of those attys that sub-ohmming is not really necessary its a ADV machine so try to build it between 1.2 and 1.7 I usually stay at 1.7 on my penny mod and can blow cirrus clouds for hours.

It's hard to help you because you don't show any pictures. Make sure when you tighten the center pin that the positive coil block is square on the nylon insulator underneath it straight, and not touching the negative side block. Also, I use 30 gauge at about 10 wraps and it gives me around 1.8 Ohms.
These pic's are of a KF clone, but they are about the same as a R91.

On my r91- i keep the cool on the 2mm rod I use to wrap it and I wrap the legs of the coils around the screw list before tights ting the screw- then I raid thee cool about 1/65" above the air hole and make sure none of the leg is resting on the base.
- I use 28g kanthal and wrap 10-12 wraps around a 2mm rod to get 1.4-!.6 ohm. And I sick with cotton.

yep, keep the coil wrapped around whatever you used to make it before tightening it down, then use the bit, needle, whatever to make sure it's lifted and positioned well clear of the air intake. if it's not touching anywhere but where it should, and you are getting sub ohm readings, then you haven't wrapped enough coils.
