Safe battery disposale.

I made the rookie mistake of ordering a set of ultrafire 5000 mah 18650s from an random vender on ebay. One of the two batteries only last about as long as my 1100 mah efest 18500 battery and the other only last a couple hours when fully charged. I'm thinking these batteries are bad and want to get rid of them. I'm thinking, just throwing them away might be a possible fire hazard. Whats the safest way to get rid of them?

Take them to a battery recycling center that deals w/ Lion batts. Radio Shack and Lowes Hardware are a couple I'm aware of.
