my 18650 got a small tear in the wrap is it still safe to use?

I wouldnt it can complete the circuit and cause an autofire.you can strip that wrap and rewrap it though.

You can use electrical tape in a pinch.

cover everything that was originally wrapped.

Heatshrink tubing would be great if you have the right size and remember not to cook the battery...

You *could* also make an insulative sleeve that goes inside your tube. I presume you are using a tube, but if this is being used in a box mod or such that has the normal double-spring battery compartments then the risk is already reduced (depending on exact model).

A small piece will do. Depending on how tight the battery is in your mod, a wrap all the way around will work also.
