The only way to tell for sure is to use an external volt meter between the PV and the carto. There are a ton of things that can make what you set not what you get. Amperage limiters being the most common to hear complaints about.
If you buy a volt meter make sure it's a TRUE RMS meter. Most PV's and APV's use a Pulsed DC and not a plain DC output. So you need a meter that will measure that kind of wave form. Other factors are the resistance of the atty because when you get down to the nuts an bolts your looking for wattage which is dependent on the combo of Voltage and resistance. Here is something that will help to calculate wattage.

Also there is a pdf that shows the diff between dual and single coils which has a very big effect on what voltage to use.
