This is out of a New York state station and it seems like that states has a higher percentage of people wanting to regulate or outlaw nic juice (special interest dollars at work)

As Stosh stated about glue, spray paint etc. all of these items will need to be banned or regulated with age restrictions or even by prescription (I see a new industry for lazy doctors like in California, Colorado etc (medical marij))
I think there may be more stupid kids dying from canned whip cream and canned air.

I'm thinking what they're calling a "high" is really the symptoms of nicotine poisoning. But yea you do get a little bit of a high off it which in small doses produces more energy (like a stimulant) but in higher doses produces a more relaxing affect. Smokers/vapers would probably not call it a high though as it's really more a normal feeling for someone who's smoking/vaping for long enough to have a "habit". But in those times when you're stressed & you have a cigarette/vape you might notice it relaxes you. That's the affect I'm talking about.

I'd say it's easy to quantify. If someone who normally vapes 6mg liquid and is quite happy spends an hour or two on 24mg they will be high as a kite. It won't make them ill, they'll just say okay that's too much for me and stop.

Drinking it though? Well you can imagine...
