The problem is that everyone's opinion is different. What you are actually asking for is a selection of the 'best' of everything; but there is no best, it depends on whose opinion you get and what you value most.
One way to filter it all out a bit is to ask the Veterans, you will tend to get fewer answers, and answers that have more basis in fact than most, due to their experience. But it doesn't matter what question you ask, there are normally several opinions because in the end it's all down to taste.
In a way, the process is down to you as much as anyone else: if you want to buy another ecig then list the factors that are most important to you, in order. If that doesn't make things clearer then ask the Vets for some input. The same thing goes for eliquid: decide if you want standard or VG and then what? And the reason there are so many Suppliers is they all do something different - what is it you value most?
The problem is that what somebody else thinks is the best, you won't, so a rating system isn't really the answer. Expert advice is probably the best way, when you can't decide.
It's much easier to come up with 'best' answers for newcomers as what they need is a fast, simple answer that suits most people at the stage they are at. We can simply point them toward an answer that more experienced members think appropriate for them - while keeping in mind that in 4 months' time they will want something completely different, in all likelihood. But by that time they should have a better idea of how to find what they need, by using a process of elimination then asking an expert.
