Well at least we know the owner is somewhat responsible, although, for me personally, I wouldn't have a cat just to let roam around outside all the time. My cats are always indoor cats. Except for when my bad boy manages to get past me at the door, which is not for lack of trying to keep him in on my part. Little bugger is just fast sometimes!
