Ctrl-V is a paste. So IDK. Do you mean "I right-click on the window to select paste but A) It doesn't work or B) there's no option?"

Roof rats are the worst. And they multiply like mice--and carry all kinds of diseases. No way to eradicate them and the drought makes them move closer to homes. I had to take down our fig tree already because they were devouring my figs. Now they are after my last fruit tree--my beloved Meyer lemon. No more tomatoes, cucumbers, peppers... Grrr...........
I have Chrome and W7 and no problems pasting. Weird.
Sounds like they are looking for water and eating the fruit for water too. I'd get rid of all standing water if there is any. You must be in the "city"? Country-rats would migrate to lakeshores or whatever.

Traps/bait?
Very hard to trap--they travel high up there and are extremely neophobic. I talked to several exterminators. They can help inside, but outside it's almost impossible to get them. Especially when your neighbors are growing anything edible, and leave pet food and water outside. The whole neighborhood is infested.

Are you saying "copy image" or "copy image location"?
Copy image should paste the image. Copy image location needs that dialog you get after pressing the little "picture button".
If you're doing copy image and don't get a paste option when right-clicking, maybe anti-virus IS the culprit like Tibs said.
