Still fairly common in other countries. Also, some dyes are safe for it...hypo allergenic. Also, most blood-in-stool is either invisible or black anyway so you can't really go by the "no red" rule either. I think it's just more out-of-style and unnecessary than anything.
There's a ton of conflicting info online about it. But, it's not uncommon outside the USA and used to be very common here too with little to no problems. Tons of wives' tails.

But like anything else, it depends on WHAT dyes they use, etc. Also safer for the environment to have it just be white or unbleached is even better.
