That's probably not icing, but fondant (made dippable) . Guessing here. Anyway...you can get a bag of dry fondant powder to mix up with cream+butter OR you can even make your own:

I only mention that because I had time on my hands and was bored after looking up the staple of the season...chocolate coated peanut-butter balls and/or buckeyes. I wondered what else I could have for centers as long as I was making a mess.
I don't really bake like Gracie does...but I cook. And candy is part of the Holiday Tradition around here. Even if I have to do it myself.
