and since our frequent flyer reported that the checked-in no,no has been in effect already i wonder if it was up to the airlines before and is now universal?

I'm pretty sure that Li-on batteries (including computers) have not been allowed in checked bags for awhile....though maybe that was the airlines not the FAA.
