A carto/tank eh? I think you did mention you had a stock pile of carto's right? That's good cause folks are having a terrible time finding any these days. :/

The cartos I have are practically useless. Two holes, but they are extremely tiny. Liquid
(PG) does not get in and the filler burns. Yes... I wet the filler. Yes... I primed. I even
let it sit for a couple of days. Burn. Toss.

I could try punching ONE of the holes to be a bit bigger and see how it works. Do the second
one if needed.
