It uses pasta water as a critical component, not cream. Has butter too, of course and parm.

No cream. Butter though.
But it's mostly a dry cheese (parm), butter, pasta water, and the critical PASTA. Think of pasta like a wet saltine in your example, but with a lot more flavor.

The sauce is not overpowering and is lighter than what we usually see in the USA.
