You need to knit him a tail-cover, or sew one out of fleece. That will improve circulation and maybe hair-growth. At least the principle I am following.

Pay more attention to the skin color change if you can (although color varies on dogs, spots change with fur color changes).
If you're thinking circulation it would show up with skin color changes.
