Actually I think the safety/ecology issue of eCigs should be touted more...no lighters or matches needed, you can't fall asleep with one and burn your house down and kill your kids, you can't toss one out the car window and start brush fires along the road, they don't add to litter like butts do...they are SO much friendlier to the environment!

in the UK psychiatric hospitals have always been well aware of the self applied drug therapy benefits of smoking... stopping their chains smoking patients was the last thing on their minds.. one can take this as proof of the actual benefits of smoking.. or nicotine..

which basically means okay it might kill you in the end but it definitely helps keep you saner while its doing it..

If one takes the information in the above link and extrapolates out to the 'general public' (rather than just mental health patients) the information that:
"Research has indicated that smoking can reduce depression, anxiety and negative symptoms of shizophrenia as well as reduce the Parkinsonian symptoms associated with antipsychotic medications"

could there be possibility of a conclusion that there are many who are able to remain functional in society, independant and productive maybe at least
in some part due to nicotine intake?

From a health and safety point of view this would definately be good.

It would also take down the hospitals insurance premiums if patients were vaping instead of wandering about with lighters and lit cigarettes.

As to whether you can force someone to vape as opposed to smoking dont know about the US but in the UK no way would you be allowed.

Did they get your mother in law to sign something ?.
