tobacco is VERY heavily taxed and, as you know, you can't have it shipped via mail, UPS or anything else. However, pipe
tobacco is taxed very lightly in comparison and, like cigars, CAN be shipped. Loose
tobacco manufacturers caught on pretty quickly and began offering cigarette tobacco in a pipe cut to get around the outrageous regulations. While I don't wish these ridiculous taxes on anyone here's to hoping the FDA keeps it's eye fixed on cigarettes and away from all the other tobacco products.
