something doesn't make sense!

I read the the maximum temperature an atomizers coil reaches is about ~250C, the boiling point of vegetable glycerin is about 290C, the boiling point of propylene glycol is 188C, ok so that is enough for PG but my e liquid has no pg in it, it vaporizes just fine though, so how can it vaporize at 250C when it hasn't even reached it's boiling point?

Just like water, you don't have to bring it to a boil to get steam, although technically that's vapor as well, not actual steam. It's the act of the warm vapor hitting cooler air that condenses it and creates the visual effect. You can get "steam" just from a hot water tap, and we're going to hope that the water coming from a hot water heater isn't anywhere near boiling! :D
