Steeping 3ml? Does size matter? :)

I'm trying a NET from a cigar. I made a 3ml size, dripped a few drops in a test dripper... let the rest sit for a week or so. My question is does 3ml steep? Only had like 7 or 10 drops of extract (can't remember now).

Or does steeping only change flavor on bigger sizes?

Not so much as far as steeping goes. But 5ml is a better sample size as the calculations and measuring is easier.
