If the juice has a perfumey smell or the flavorings have alcohol in them, then leave the cap off for about 1 day and then cap should go back on. Otherwise, just steep with the cap on.
"Steeping with the cap off" is more correctly known as "breathing". It helps to keep the semantics straight. People steep juice (cap on, in a cool dark place) for weeks or months but usually breathe for only a day or so, longer breathing raises the concern of excessive nicotine oxidation and is considered counterproductive.
I would say that breathing is the best way of steeping. Shake your eliquid bottle with the cap tightly screwed on. Open the cap, breather some air in, close it and repeat the process. There is an interesting article written by a new eliquid company called Square 47. Hope it helps!
I suggest that you leave the cap open in controlled conditions. Once I had left the cap off for 1 day in my country residence, and unbeknownst to me, little insects had gotten inside. So be careful. Try shaking your eliquid too since that creates little bubbles that interact with the base ingredients and subsequently improve the flavour
