Might want to keep the inhale down to 10 seconds or less only reason is if you keep the atomizer power up longer then that you take a risk of burning it out. Crackling sound is normal but can also be a indication of the atomizer being on the dry side. Not sure what PV you have but if it is a atomizer cart set up a drop of juice on the bridge of the atomizer might cut back on the crackling. When they are brand new a good prime wont hurt.

The crackling sound is normal with some attys, especially when they are new - no big deal. I don't time my inhales, but too long of a draw (over 5-6 seconds or so) could be a little hard on the battery and atty. You'll quickly figure it out. The eCig was invented in China by a pharmacist whose father had died from smoking, and most of the hardware we use comes from China, as well as a good portion of the juice - somewhere around 90%. If you have a 2-piece unit (battery + cartomizer) a lot of people get crackling because the atty is in the middle of the liquid and stuffing (if any). With 3-piece units, a bit of crackling ok, too much may be your cart is dumping the liquid into your atty overly fast. if too much fluid gets in the atty you'll have to blow it out into a tissue. If your model has a hole in the battery in the middle of the threaded end then you also run the chance of getting liquid in your battery which can kill a battery. But a bit of crackling is ok with cart and atty.

Re how long to drag - depends on you and on the unit. Some have an auto-cutoff after n seconds. Some will actually not let you vape for n seconds if you reach cutoff (to protect the atty). Some have no cutoff.

If you have auto batteries (no button), rather than drag extra long including warming it up, some take a short puff to warm it, then their real drag. With manual batteries you don't have to drag as long - you can press the button 1/2-1 second before you start your drag and let it up a second before you finish your drag.
