In short - Yes. The higher the nicotine content of the liquid*, the better the throat hit you will get. Different flavors and mixtures will also effect the overall throat hit a great deal - a pure PG mixture will give less of a throat hit than a PG+glycerin mixture.

I have personally found that a clean nic base added to lorann watermelon and glycerin produces amazing flavor and throat hit every time, and I've experienced none of the flavor burnout that I generally do with most flavors.

For mixing your own, the two places I know of that have clean nic bases are:
Myfreedomsmoke.com
bliplabs.com

You can order flavoring directly from Lorann, and glycerin can be found in any wal-mart or pharmacy. I've found 20% flavor to be a good starting point in experimentation, and then add glycerin to the base to dilute it down to the nicotine level you prefer.

As always, be extremely careful when handling nicotine solutions, it is an extremely toxic poison and should always be stored and handled in a safe and responsible manner.

*Assuming all other things remain the same about the liquid.
