I understand the op's point as well. There's a learning curve and an evolution to vaping. And everyone is different in what they "need" out of it. # of pulls is only part of the equation though. Nic content is equally as important. I very quickly went from 24 to 12 because I preferred to vape more to get the same nic. Most people find their sweet spot within a couple months. I've been at it for a year and the last 8 months have been a breeze.
Personally, I would want a device limiting my use as much as I want the FDA to wreck the market. Freedom of choice and preference of use is really important to each individual. Maybe a new vaper needs some help (or training wheels so to speak) but once a person hits their groove the habit is quite predictable and enjoyable.
