36mg is quite high in strength, so its likely that you are reacting to the strength of the juice. But its also possible that its the flavour of the juice thats the cause. Without knowing the flavour, its hard to say. For example many of the more 'fruity' flavours can cause a similar reaction in the mouth to eating too many boiled sweets when the acidic content burns the mouth and tongue and causes mouth ulcers.

Nicotine in too high a strength can also cause this, as well as fuzzy heads, headaches, dizzyness etc.,

So I would advise reducing the strength of that juice a bit by adding some PG, or some VG (Glycerin) which you can buy at most pharmacies etc.,

Personally, I would mix your remaining juice, with equal quantity of the PG or VG. Then buy a lower strength in future and see how it goes.
