So I think it's kind of correct, in that it's 1.8% of 1000ML
Other sites seem to have a similar reasoning.
Another post I read not too long ago while in research mode suggested there is about 1.2mg of nicotine per drop in 24mg liquid) also.

It's tough to detangle nic quantities.
CIGARETTES and tobacco products have an approximate nic level on the package - cause it is impossible to measure how much nicotine an individual will intake with a single cigarette (different smoking styles, burn rates, inhale styles, etc).
Most show 1 - 2.8 mg on the package as the nic amount
per cigarette.
So a PAD smoker will generally consume anywhere between 25 mg of nicotine to 70 mg of nicotine - per day.
eliquid is measured in
mg per ml.
So a 24mg bottle has 24 mg in each ml.
As far as I know - there haven't been any studies done on how much of the nicotine in eliquid is actually ingested.
It's complicated further because there are soooo many different types of cartridges, cartos, attys, voltage batteries, etc. Each change the amount of liquid used, the speed and rate of vaporization - sans studies on how or if this affects nicotine intake.
Erring on the side of absolute caution - it's safe to say:
- that with eliquid you are consuming a "maximum" of 24mg of nicotine per ml (if that's the strength you're using).
- that with cigarettes you "may" be consuming as much as 70mg per day (PAD, regular strength).
