The best anyone can do is list some of the purveyors of good tobacco e-liquid. I took a stab at that a few months ago in this article, which also links to two databases and a few e-liquid reviewers. To that list, I would add DIY Flavor Shack, eLiquidPlanet's Essence line, Prime Vaping, Vapor4Life's Wow line*, and Want2Vape.

I know that is overwhelming. But there is no getting around the fact that you have some exploration ahead of you to identify those juices that you especially love. You may want to start with small bottles of basic DeKang juice to discover the general types of tobacco flavor you like, e.g., "Marlboro"/USA Mix, RY4, 555, Flue Cured, Virginia, Cigar, Camel, Turkish, etc. Many of the above-referenced US and UK-made e-liquids are variations/improvements on these standards. Start with samplers and small bottles. This article lists some of the sources of those.
