I really tried to find a worthy sub-forum to post this in, but couldn't find a likely candidate. If there is one, mods, please feel free to move.
I had always assumed that with the strong sales of tobacco products across the United States and the rest of the world that subsidies for tobacco farmers wouldn't be needed. During a conversation on this with a co-worker (yes, we do talk about these things, exciting, huh?), we discovered this little nugget of information:

Any idea why the years 2000-2004 would have had subsidies payed out to tobacco farmers?
This would have occured under 1 year of Clinton and 4 of Bush the 2nd. I started to search, but I know there are WAY more knowledgeable people here that might be able to shed some light on this.
