True water percentage?

When I buy vegetable glycerin in the drug store, there is already 15% water in the product. This leaves me to believe that high nicotineVG bases also contain a certain amount of water.

How do you adapt to that, if at all, when mixing your own liquids?

Even the drugstore glycerine I buy is 99.5% anhydrous, meaning it contains only 0.5% water. (Glycerine, like other alcohols, does attract water and will absorb a little of it just from the air; nowhere near as strong as PGA, though). If yours is really 15% water I'd look for a different brand. Should still be usable, though.
