following advice from "eclypse" :
"Then the important part is to now wash the foam! Hand wash each piece in mild hand soap. May want to wash it twice just to make sure. Then rinse good in cold water, then pat dry in some paper towel. Hold it up to a piece of unwashed foam and you should see the the wash piece is much lighter in color. If it is your good to go! (I recommend washing it in small pieces as you'll get a better wash then trying to wash it in one large sheet)"

after doing this i was able to load 18 drops into the blue foam verses the 10 drops when unwashed, stranger than fiction or just a fluke?

I have to agree to definately pre-wash any filler material you intend to use. I've used both the blue foam and the PTB (Pyramid Tea Bag) and more than once after cutting each to fit (but forgetting to wash them) and using, there was definately a funny taste/after taste to each. But each time that I remembered to pre-wash either material, there was nothing but pure e-liquid taste and vapor.

I simply run warm tap water in my sink as I hold the filler material in my fingers, add a few drops of Dawn dishwashing liquid and rub/manipulate the material between my fingers, then thoroughly rinse with the warm water, pat dry and use.

I do wash the blue foam, but my purpose in posting is to proclaim the outstanding performance of the blue foam dart mod. I have been using them for over a month and they so outperform the stock fillers. I have not use PTB or other replacement cart fillers, but the BFDM is great in my book. Vapes until the cart is dry and when you begin to taste a bit of a burnt flavor--time to fill the cart. Only takes a couple of minutes to put one together once you have it down. Great mod IMO.

I've been using a blue foam plug (little squares) and it has worked great for me. I'm able to vape the cart dry. I washed the foam the first few times I tried it but since then I haven't. I haven't really noticed a difference but I would say might as well wash it for as little time as it takes.

weird, I can only get like 12 drops in an empty standard 510 cart, wondering how I could get 18 into a cart that also had a filler, any filler. I sometimes wash it, sometimes don't, all depends on where I am and what I am doing.
