Yeap you can upload pictures , and makes your life easy on the forums having your the threads you participe or subscribe in a tab , can access private msg etc.

In the bottom when you open the app you will see the option of "search" there you can look for the forums you will like , in these case ECF it should display when you writte "electronic cigarette" or even ecig select and there you go , it will give you the option to login and after that the forum access will be in the "Me" tab and will auto login next time you use it.

Laura when iOS6 release for iphone/ipad you will notice a handy new option upload pictures directly from safari ! But i must say tapatalk is the truly the best way to browse forums.
