I understand the argument that some people have limited or no access to local vape shops. However, if online vape stores will be a thing of the past, that means there will be a higher demand for local vape shops. Therefore new ones will pop up.

However this may not happen on a wide scale before we see how the PMTAs pan out. Would be a big risk to go in business right now now knowing what's going to happen in September.

You are way more optimistic than I am and I hope you are right.
I see the opposite, vaping suddenly becomes way more difficult to do, way more expensive with way less choices, less people will continue vaping or for sure ever start vaping, history has proven this. Just taxes, flavor bans and fake antz news alone have taken a serious toll on the established. An estimated 11.9 million in 2019 to 9.8 in 2020 with BT reporting an increase in sales of almost 5%.
Now on top of all that add no shipping of vape products, across state line reporting for taxation, deeming regs... Maybe convenient store Juul WILL be the last man standing even though they report a declined from 1.9 billion in 2019 to 1.1 billion (same time period) last year while cigarette smoking (Altrial) reports no decline in sales. Given the expense and lack of flavors how many will switch from smoking to vaping tobacco and menthol flavors....

:facepalm: This is so stoopid. Who makes those rules? Are they all insane? Do they have any idea what they are regulating and how much a regular mod weighs?

We need to find another shipper...

Instacart, perhaps? Doordash? Uber? :lol:

As bad as these new restrictions will be, at least we can legally mail products among ourselves in limited quantities.

There are more stipulations (further down in that document) explaining the additional requirements for applying the exception that you quoted below:

"Certain Individuals — Infrequent, lightweight shipments mailed by age-verified adult individuals. Mailers must provide proof of legal age, and each shipment must bear the sender’s and recipient’s full name and address. Shipments may not weigh more than 10 ounces and are limited to 10 mailings in any 30-day period."

Those packages have to be marked with specific language on the outside of the package regarding the "exception", have to be sent by Express Mail (which is ridiculously priced), and will only be mailed with the stipulation to "Hold for Pickup". Person picking the package up must go to the PO and see a clerk. That clerk will need proof of identity to verify that the person IS who the package was addressed to, and that he/she is of legal age...before releasing it to that person.

Effective Date of Eventual Final Rule Particularities here merit a brief discussion of the timing of the eventual final rule, in the interest of providing stakeholders with advance information. Section 603(a) of the Act requires the Postal Service “promulgate regulations to clarify the applicability of the prohibition on mailing of cigarettes” to ENDS not later than 120 days after enactment (i.e., April 26, 2021). Section 603(b) provides that the prohibition will apply to mailings of ENDS “on and after” the publication date of the final rule. In specifying this immediate effective date, Congress expressly abrogated the standard 30-day notice period for a final rule under the Administrative Procedure Act (APA), which would otherwise apply to rulemakings concerning the mailability statute here. 5 U.S.C. 553(d), 559; 39 U.S.C. 3001(m). To the extent that this rulemaking concerns not only the mailing prohibition referenced in the Act, but also the application of exemptions from that prohibition, the APA permits those aspects of the eventual final rule likewise to take effect with less than 30 days’ notice (e.g., immediately upon publication). 5 U.S.C. 553(d)(1).

Right. Exorbitant shipping prices ($30+), mandatory trip to a crowded post office during the pandemic, and public humiliation. Screw the seniors and rural folk. Way to go, dear government!

But that just means that they don't have to follow the 30-day rule. But they still can if they want to. The only date they can't change is the 120 days after the the bill's passage. Isn't that right?

Well I made 2 orders from Fasttech over the CNY holiday thinking I have a chance at them getting here before last week of April. Between restocks and the CNY backlog, I doubt they will ship before 10 days from today, and I doubt they will get delivered before 30 days from tomorrow. But I'm not cancelling them. I'm crazy like that.

I do believe that it's the shipping date that matters, but who knows? Good luck!

Same here. My orders "say" they will ship the 27th but... Worse that can happen is what? It wasn't anything I desperately needed more of wanted.
