As a retiree from the D.O.D. (civilian), I have traveled abroad and was never questioned or asked for I.D. while out and about....ever. In the service we used to chide/belittle the Soviets for such practices but in recent years, here is the U.S.A., I've been stopped "several" times for no other reason but to ask for my I.D., place of residence, point of departure, destination and place of employment, in the middle of the day. I've also been questioned in a similar manner at "informational roadblocks" twice. On our interstate highways groups of law enforcement set up random stop/search operations flagging several vehicles down at a time, emptying them out and questioning the people in them. When done, they flag another random group of vehicles down. Our phones are tapped, bank accounts, email, online and financial activities monitored and we are being surveilled by increasingly sophisticated technologies that used to be reserved for those we considered our enemies. I side with Irwink and Claudia P on this one.
