This is starting to be beating a dead horse. Good points on all sides of the thing.

To me, it's a little bit too broad of a generalization, that's all. Specific mods may not work well with PWM... particularly if they have a numbered voltage level on the dial/readout as it may not be calibrated well.

To say "all PWM mods don't work well" is a stretch IMO. It's like saying "Automobile-X's go boom if you have a rear-end collision, so I won't drive any passenger autos the rest of my life." That's casting a wide net.

The OP and others have a good point about PWM implementations though. Sounds like some are crap. Not calibrated well, not filtered, not fast enough. Maybe cheap components lead to cheap implementations too. Better FETs and better processors probably lead to better implementations...guessing here.

I still think it's implementation specific. Provari, eGo, others have all used PWM with great success.
