For me it depends, and sometimes the 'depends' can be on the same same setup and juice - how you inhale can make a difference in how much of a Th you get, as can your delivery device and vaping method and, of course, the nicotine itself - but you need to member that nicotine is only part of what causes a TH.
Some flavors can taste much better with a lower nicotine strength and you can still achieve the TH you want by finding the other parts that effect what you get. I am always reluctant to suggest more nicotine for a better throat hit as the lowest amount of nicotine a person can vape the better. As for how much you need, you can maintain the blood level you are used to by vaping a bit more often with a lower strength and its better then going to a higher strength if you can avoid it.
I don't vape more when I when I don't get a TH, I just inhale differently or change delivery devices. TH has nothing to do with how much nicotine is getting in your system and I am afraid if I just vaped more to 'make up' for not getting a TH I would end up with a bit of nicotine toxicity from getting too much nicotine by over vaping
