VTC4 Issues

I have two VTC4's I use in a Chi You Clone with a Igo W on top. It has a dual coil running at .7 ohms.
After about 15-20 minutes I notice a significant drop off in Vapor production and flavor, I've determined that the batteries at this point are at 3.7-.8 volts.

Usually after that I throw them on the charger. Intellicharger I2. Last night I popped a battery on at 9 last night and today at 11:47 (So, say, 14 hours roughly) the battery still hasnt changed it's charge level. First light is solid, second is blinking. Is this normal? (Note, this happens every now and then and I usually ignore it. It eventually jumps up to almost fully charged then fully charged in 10-15 minutes)

I haven't checked voltage or anything yet.

Also, can i vape on this past 3.8 volts? Does charging it at 3.8 make the batteries last longer? I really like 4.0v @ .7 ohms, so say roughly 20-25 watts If I vape past 3.8 volts should I start using a .5-.6 ohm coil?

I call myth.

Per http://batteryuniversity.com/learn/article/how_to_prolong_lithium_based_batteries:

"Similar to a mechanical device that wears out faster with heavy use, so also does the depth of discharge (DoD) determine the cycle count. The shorter the discharge (low DoD), the longer the battery will last. If at all possible, avoid full discharges and charge the battery more often between uses."

The specs say you can run them down to 2.5v before ruining them, but you'll change them long before then because the vape is miserable!

I change mine at about 3.6v when i notice them getting weak. Second getting a good charger. Mine all recharge in under 2 hours and i mostly use VTC4s, in the form of Orbtronic SX30's and the Xtar ones.

There is no memory effect on IMR batteries like the old Ni-cads etc - you can charge them when you like with no ill-effects, in fact it is detrimental to fully discharge them. Some chargers can revive them if you do, by applying a low charge to them, but don't count on it!
