So, I've been using a Protank mostly recently. So, Protank, right, metal mouthpiece. Suddenly, when I hit the fire button on my Vamo, I can feel a slight electrical charge on my lips and tongue! Nothing strong, but it's definitely there. I check the ohmage and it shows 9.9. Unscrew the tank, and screw it back and it shows 2.0 again. This is on a brand new, stock (not rebuilt (yet)) coil. How might this be happening?

9.9 indicates either a short or no circuit. You get that reading on a Vamo when there's no load attached. Since you are getting an electrical charge at the tip, I suspect that the coil is bad. Unscrew the coil head from the base and run your fingers around the base. There might be a wire end that wasn't trimmed right. Nail clippers work best to trim it down to the surface of the base.

Do this at your own risk: If the above doesn't resolve the problem, remove the air stem and grommet from the coil head, and remove the flavor wicks. Screw it into the PT base.

Screw it onto the Vamo and crank the voltage down to somewhere south of 3.7. Test the resistance of the coil. If it reads normal, then mash the fire button and watch the coil glow. If it doesn't glow uniformly across the wraps, the coil is bad and you need to rebuild it or use another head.

I had a ProTank head (Kanger original) with a bent air stem. It wasn't bad enough to prevent it from going into the airshaft of the tank, but it was enough to make contact and I could feel it when attaching the base to the tank. I tossed the stem and replaced it with another one.

If simply re-attaching the PT fixed the issue it may have been screwed down too snug initially.
I find it a good practice to rinse/take apart/dry thoroughly/clean, dryburn and check and inspect the coil/ and re-assemble my evods and protanks every 2-4 days to ensure they continue to work at their peak. I like to also add a new "flavour wick" when this is done, it keeps things tasting and working(wicking) smoothly and, I believe, lengthens the life of the coil.YMMV.

Ah, that could be the problem.
