I'm no expert with Steam Engine, but I'm guessing that the heat capacity is around 86 with that dual coil setup. You're putting out 44 watts on a mech (assuming fresh battery and 0 voltage drop, which isn't realistic), so that's a max of 22w per coil.
Get that Steam Engine app and play around with it if you don't have it already, it's pretty awesome. I like my heat capacity numbers around 190-200, which with this build would require 100 watts (more or less).
