Steeping is a term used to describe the blending of flavors in a juice. This is similar to the way you make hot tea by steeping a teabag in water. Because most Nic juice is mixed to order right before shipping to ensure freshness and to meet the varying options a creator can do to tailor the liquid to your likes, the juice must "steep" for a bit of time before all of the flavors condense into a full taste. Otherwise the juice may not taste correct or a flavor may appear more or less subtle than intended after the intended steep times.

Some juices contain flavorings that need some time to mix well, and the "lore" is that if you wait a bit - a few days, maybe a week - the taste/flavor becomes better. It's an ongoing debate as to how much one needs to wait.

It appears to be especially important for DIY, because you can (so they say) overshoot in adding flavor if you judge the result by how it tastes right away (the flavoring keeps infusing and comes through more after a while). Some recommend "rapid steeping", by gently heating the liquid and then shaking not-so-gently.
