It is literally dripping eliquid directly onto a standalone atomizer. You get the cleanest flavor that way.
In my case I don't drip, but I do use a bottom feeder pv. I squeeze a small plastic bottle that's in the ov, it pushes eliquid up a tube and into the atomizer. Great if you have an all day vape, a favorite eliquid
A carto has filler, you get the filler wet and it feeds the coil, a dripping atty doesn't have any filler, you are dripping directly on to the coil. Many vapers will tell you they get better everything from dripping, and while I agree I get better flavor most of the time with dripping it isn't something I do all the time.
Where a carto may last you a few hours (without a tank), with dripping you have to drip every 4 to 5 pulls (YMMV) as you can only drip a few drops at a time.
Let me add that if you DIY juices you want a atomizer for trying flavors .Its also good idea to get a drip shield if you do plan on trying dripping .A drip shield will also tighten draw so keep that in mind if you prefer a more airy draw.

My all day pv is a reo variable voltage (VV) Grand, it's a "box mod" form factor, with the 6 ml bottle inside the box. Just squeeze on the bottle (there is a cutout over it) to feed eliquid to the atomizer (it also works well with a carto).
The vv grand is a metal pv. For wooden variable voltage bottom feeders there is red sky mods (rsm).
