I suspect that it would be very hard to really outlaw PVs in general, let alone the individual components.
The politicians can posture and pass inane laws, but in the end it's difficult to truly and effectively outlaw a device. The pols try to outlaw pot pipes, so they get marked as being for "herbal use only" and sold openly. They jack up the prices on loose cigarette tobacco, so the companies relabel the packages as being "pipe tobacco" (literally. With stickers.) and carry on their merry way. It's all a game of cat and mouse.
I'm not suggesting that we shouldn't fight every stupid law, just that we shouldn't freak out prematurely. By virtue of the fact that non-nicotine juice is widely available I think it will be incredibly hard to defend a ban in court, it certainly gives plenty of plausible deniability. The marketing may have to change, but I doubt there will be a greater effect than that in the near future.
I'd be much more worried if any of them were making noises about banning the sale of nicotine liquid. That would be a far easier task than creating and upholding a ban on every type of PV.
