At some time in the past several years, you called 311 or enrolled online to help you stop smoking. Based on the information you gave, the New York City Health Department sent you nicotine patches and/or gum to help you quit. We hope that you succeeded. But if you were unable to quit, don't worry. We know it is difficult. Smokers may make several attempts to quit before they successfully stop smoking.
Between March 5th and 21st, the Health Department is partnering with the New York State Smokers' Quitline to offer nicotine patches and/or gum at no cost to smokers who want to quit, including light smokers. You can call 311 or go to nyc.gov/nycquits to apply to the 2013 Nicotine Patch and Gum Program. Please note that you will be screened to make sure you are eligible for the program.
Quit-smoking programs across the city also offer no- or low-cost medications and/or counseling. For a list of programs, call 311 or go to nyc.gov (search: quit-smoking). If you need more help at any time, please contact your doctor or other health care provider.

Well, if they DID give out PV's, all those people at the helpline, quit line, counseling center, etc. would be out of jobs in short order. And we wouldn't want to do THAT would we?
If they believe they have enough money to do things like this, then they have extracted too much money from the taxpayers and should return it to those from whom it was extracted.
NYC give out PVs & juice??.. not likely. Over his three terms Nanny Bloomberg raised cigarette taxes to insane rates & even managed to dictate what size soda I can buy.. NYC will be first in line to put massive restrictions & taxes on our juices & gear.. much less hand stuff out.
