When to recharge 18650 Batteries?

I know a lot of people say that you shouldn't discharge below 3.5V. I have a dual parallel 18650 mech mod which when fully charged reads 4.1V on the volt metre. But when I add the rda(.24 Ohm dual clapton build) on the volt metre and fire, it goes down to 3.3V. and when I remove the rda it goes back up to 4.1V. So I wanted to know should i be keeping an eye on the voltage when the RDA is connected or Without the RDA in terms of when to recharge the batteries?

For recharging purposes you are looking at the voltage in the battery itself. When you measure with an rda installed, what you are measuring is the current under load. So without the rda on.

ETA: Once you've been using it for awhile, you will notice a drop in the vape, and you'll know to charge then, but it's good to check frequently until you start to recognize that.
