Yes, but shipping for the OP from those places would negate any cost savings in a hurry.
I havnt brought anything yet so would like a starter kit but I don't mind paying a little extra if its top quality stuff
Suggest keeping your cost down by paying no shipping and purchasing from one vendor for all DIY supplies like Wizard Labs ($65 min. for free shipping).
The OP is from the UK so it may be a bit difficult to find a vendor here in the US to ship there and the ones that do, the shipping cost may be prohibitive. Maybe some of our UK friends can chime in and help a fellow brit out.

Edit: Al lot of nic-base in the EU is produced by two companies, Alchem (Swiss company in India) and Chemnovatic (Polish i think, also Nic produced in India). the Chemnovatic nic is smoother, not so peppery. The Alchem has a stronger odor and peppery taste.
